Multi-Tiered Systems of Support

MTSS is a framework to address all students' academic, behavioral, and social/emotional needs.  MTSS has three tiers of instruction and student support services to assist teachers and schools in educational programming and plans.

  • Tier I – Core Instruction includes the curriculum, instruction, and environment support provided to all children, including intervention planning, flexible grouping, and enrichment opportunities. 

  • Tier II - Supplemental Instruction serves students needing more help in academic, behavioral, and social-emotional supports. Extra instruction, remediation groups, and support often are provided to these children in targeted small groups. 

  • Tier III – Intensive Instruction is for children who need intense academic or behavioral support to make educational progress. Extra instruction and specially-designed support are provided, with an increase in intensity and frequency.  Small groups, co-teaching specially designed, specific skill instruction are required.

MTSS provides guidelines to identify both challenges and solutions more quickly. Timely data – including test scores, benchmark, intervention plan data, suspension rates, attendance, and more – are used to help problem solve and identify the support levels needed for students.

Please note: If at any time, a parent, caregiver, or school staff member suspects that your child may have a disability, that person will make a referral to special education. The IEP Team, which includes the parent, will determine if an evaluation is needed. This process is generally referred to as Child Find.
